Dr. Elba Garcia
Dr. Elba Garcia is a distinguished leader whose career spans dentistry, public service, and advocacy. As the Dallas County Commissioner for District 4, she has achieved numerous firsts, including being the first Latina to hold this position. A former Dallas City Council Member and Deputy Mayor Pro Tem, Dr. Garcia has spearheaded transformative projects such as the renovation of the Dallas County Records Building and critical infrastructure upgrades.
A dentist by profession, Dr. Garcia earned her Doctorate in Odontology in Mexico and recertified her degree in the U.S. at Baylor College of Dentistry. She has run a successful private practice since 1998 and served as an assistant professor. Married with two sons, she balances her professional life with an unwavering commitment to family and community.
Dr. Garcia’s extensive public service portfolio includes chairing the Dallas County Criminal Justice Advisory Board, championing small business enterprise expansion, and addressing infrastructure needs. She is also deeply involved in education, reflected in the 2024 renaming of the West Dallas STEM School in honor of her and her husband.
Her dedication extends to countless boards, including the Methodist Dallas Medical Center Advisory Board and Safer Dallas Better Dallas. A role model for Latinas nationwide, Dr. Garcia exemplifies resilience, innovation, and a lifelong dedication to serving others.
