Delegate Joseline A. Peña-Melnyk
For over a decade, Maryland State Delegate Joseline Peña-Melnyk has proudly represented Prince George’s and Anne Arundel Counties, advocating for a stronger, more equitable Maryland.
Born in the Dominican Republic, Joseline immigrated to the U.S. as a child with her single mother, who worked in New York’s garment industry to make ends meet. Despite financial hardships, Joseline excelled in school, learned English, and became the first in her family to attend college as an Equal Opportunity Program scholar—an experience that shaped her lifelong commitment to breaking down barriers for others.
Her passion for justice led her to a career serving marginalized communities. During law school, she fought for death row inmates in Alabama and advocated for migrant workers in Ohio. As an attorney, she represented abused children, defended low-income individuals, and later prosecuted criminals under U.S. Attorney Eric Holder.
Even while raising a family, Joseline remained deeply engaged in her community, serving on the board of CASA de Maryland and winning a seat on the College Park City Council. In 2006, she launched a grassroots campaign for the Maryland General Assembly and won with the support of dedicated volunteers and small-dollar donors.
Joseline has since championed key legislation to advance fairness and opportunity, including prohibiting gender identity discrimination (HB1265, 2014), raising the minimum wage, expanding opportunities for minority businesses, strengthening consumer protections, and investing in workforce development.
Her lifelong commitment to justice, equity, and opportunity continues to drive her fight for a better Maryland.
